The Heidelberg Hybrid Threat Indicator combines incident datasets from Traversals Analytics and Intelligence GmbH, the European Repository of Cyber Incidents (EuRepoC), and the POLitical Event Classification, Attributes, and Types (POLECAT) database to measure hybrid threats. The data is available for download in CSV format here:

Variable | Beschreibung |
time | Month and year of observation, specified as the first day of the month in the format YYYY-MM-DD. |
country | Observed state: Canada, Finland, France, Germany, Kosovo, Lithuania, Moldova, or Poland. |
complexity | Complexity as a value between 0 and 2. Lower values mean less diversity. |
n_instruments | The number of observed instruments from the HTI event dataset. |
bonding | The indicator for bonding capacity. |
ambiguity_wave | Ambiguity as a composite indicator; here, the product of bonding capacity and complexity. |
deniability | The prototype indicator for deniability. It does not contribute to ambiguity because its results currently have low validity and reliability. |
warning_signal | The warning signal indicating significant variations in complexity. |
