The Heidelberg Hybrid Threat Indicator combines incident datasets from Traversals Analytics and Intelligence GmbH, the European Repository of Cyber Incidents (EuRepoC), and the POLitical Event Classification, Attributes, and Types (POLECAT) database to measure hybrid threats. The data is available for download in CSV format here:

VariableBeschreibung
timeMonth and year of observation, specified as the first day of the month in the format YYYY-MM-DD.
countryObserved state: Canada, Finland, France, Germany, Kosovo, Lithuania, Moldova, or Poland.
complexityComplexity as a value between 0 and 2. Lower values mean less diversity.
n_instrumentsThe number of observed instruments from the HTI event dataset.
bondingThe indicator for bonding capacity.
ambiguity_waveAmbiguity as a composite indicator; here, the product of bonding capacity and complexity.
deniabilityThe prototype indicator for deniability. It does not contribute to ambiguity because its results currently have low validity and reliability.
warning_signalThe warning signal indicating significant variations in complexity.
